Deleted unnecessary spam. This keeps up, all people involved get warning level raised. At 50%, it's a temp ban, and a reset level. Get it up to 100% after that, you're permabanned, if it gets that far.

Lame, thats not even a sufficient punishment, as it only effects people who work hard at heroes, and some people won't. . .

Reset warning level. You're temp banned, and your warning level is reset. If it goes up again, you're banned for good.
