Because my house seems to be on an infi-loop because everyone logged off.
And Black already said he was dismantling the drill.
And Shred was not an engineer, he was a bounty hunter, so in most cases it would not make sense for him to know how to make such machinery from scratch

Even if it's being dismantled, it proved the technology is there. And some of us have subjects who may be knowledgable.
