Just to clear up, these are the lists of settlements in Skalas and beyond that we know of and have approved:
-Human Town - one or two living there. Town has vines growing on it
-Wora Capital - Burned.
-Thal-Thar - Shares a population with Kaison
-Jaskan Town - Abandoned AFAIK
-Elven Forest - NPC Tree spirits
-Athriul - Large population
-Kaison Outpost - Almost everyone else
Still to be approved or unknown to most people:
-The town of the forgotten - two (?) people. Not sure if relocating.
**This is to show people the settlements we currently have but I also think there should be some form of application process for creation of a town, tell us the name, race intended to house and location and if approved they can go ahead and create it, if not, people will start to think they can make towns wherever they want, whenever they want**
