Hal was dispatched by The Intergalactic Justice Department to check up on this developing world. He arrived here only to find a very medieval and under-developed society in comparison to his own. The local villagers saw his amazing powers and saw them as wizardry. Hal knew that it was far more intricate than simple wizardry. It was a deep understanding of the mind and a connection with emotion. So Hal stays on this planet to observe and keep the peace in seclusion practicing his "wizardry".
